In January 2015, the Municipality of Parnas of St. Petersburg, Russia and the City of Dipolog, Philippines, completed yet another milestone Sisterhood Agreement signing, to bolster relations between Philippine and Russian local governments.
The contract is the outcome of nearly two years of coordination between the Consulate of the Russian Federation in the Philippines, through the Honorary Consul Armi Lopez Garcia and the office of Deputy Evgeny E. Marchenko, Member of Upper Parliament (Federation Council), St. Petersburg, Russia. Following the Deputy’s visit to the Philippines, it was agreed that Parnas Municipality should have its counterpart city in the country. Dipolog City was chosen because of its similar size and population (about 100,000) and vision as a sports and wellness hub, complementing the local programs of Parnas.
Mayor Alexei Chezerov represented the Municipality of Parnas in the contract signing, while Dipolog City was represented by Mayor Evelyn T. Uy. The Embassy of the Russian Federation in Manila was represented by Trade Counsellor, Mr. Andrey Sapozhnikov. Also present was the Governor of Zamboanga del Norte, Gov. Roberto Uy.
